FY26 MOVING TO WORK SUPPLEMENT TO THE ANNUAL PLAN

The Berkeley Housing Authority (BHA) is seeking public input on its FY26 Moving to Work (MTW) Supplement to the Annual Plan. The MTW Program is designed to (1) reduce costs and achieve greater cost effectiveness in federal expenditures, (2) increase self-sufficiency among families served, and (3) increase housing choices for low-income families. The Supplement outlines the MTW proposed activities for the period of July 1, 2025, to June 30, 2026.

The public comment period will begin Monday, January 27, 2025, and end Thursday, March 13, 2025. BHA will conduct a public hearing on Thursday, March 13, 2025, at 5:31 PM on Zoom. The BHA’s Board of Commissioners will receive verbal and/or written comments on the Supplement.

The MTW Supplement will be available for review beginning Monday, January 27, 2025, online at FY26 MTW Supplement (click this link) and at 1947 Center St, 5th Fl, Berkeley, CA 94704, Monday through Thursday from 8:15 AM – 4:30 PM.

La Autoridad de Vivienda de Berkeley (BHA, por sus siglas en inglés) está solicitando comentarios del público sobre su Complemento al Plan de Acción Anual Trasladarse al Trabajo (MTW, por sus siglas en inglés) del AF26. El Programa MTW está diseñado para (1) reducir costos y lograr una mayor rentabilidad en los gastos federales, (2) aumentar la autosuficiencia entre las familias atendidas, y (3) aumentar las opciones de vivienda para familias de bajos ingresos. El Complemento describe las actividades propuestas por MTW para el periodo del 1 de julio de 2025 al 30 de junio de 2026.


El periodo de comentarios públicos comenzará el lunes 27 de enero de 2025, y finalizará el jueves 13 de marzo de 2025. BHA llevará a cabo una audiencia pública el jueves 13 de marzo de 2025, a las 5:31 PM en Zoom. La Junta de Comisionados de BHA recibirá comentarios verbales y/o escritos sobre el Complemento.

On January 27, 2022, BHA was officially notified by HUD that the agency was selected for admission to the Landlord Incentives Cohort of the Moving to Work (MTW) Demonstration Program.

BHA submitted an application for a HUD designation called "Move to Work".  Click here to view the Move to Work Application.

The Berkeley Housing Authority (BHA) applied for HUD's Moving to Work (MTW) Demonstration Program, Cohort 4 "Landlord Incentives." On August 10, 2021 the draft MTW appeared on BHA's website, in order to allow for public review and to receive public comment.  Comments were sent to bha@cityofberkeley.info on or before 5 p.m. on September 5, 2021.

A Public Hearing was sent via zoom regarding the MTW application/plan during the September 8, 2021 BHA Board meeting at 5:30 p.m.  There was also a Special Board meeting via Zoom, on Tuesday, September 28, 2021 at 4 p.m. for Board approval of the MTW application/plan.  

The MTW designation provides flexibilities for housing authorities to study various aspects of the Section 8 program.  BHA applied to the MTW focus area of Landlord Incentives - looking at ways to increase the number of landlords in our program, thereby increasing the number of available units for our Program Participants to live here in the City of Berkeley.  HUD required applicants for MTW designation to reach out to our Program Participants to obtain input on the MTW application prior to submitting.

There were two BHA Program Participant Hearings on MTW, via Zoom: Tuesday, May 18, 2021 and Tuesday, June 1, 2021, both at 10 a.m.  Both meetings were held using the following link/call in number:
