Administrative Plan

The Plan defines BHA's policies for operating it Section 8 Housing Choice Vouchers Programs including:

  • Tenant Based Vouchers
  • Project-Based Vouchers
  • Mainstream Vouchers
  • Project Move-Up Vouchers
  • Emergency Housing Vouchers
  • VASH Vouchers
  • Moderate Rehabilitation/SRO
  • Shared Housing
  • Section 8 Homeownership
  • Family Self Sufficiency

The parameters for these policies are established by Federal laws and regulations.  Issues that are not addressed in this document may be governed by Federal, State and local regulations and HUD Notices, Memos and guidelines.

Beginning November 03, 2025, the Berkeley Housing Authority (BHA) accepted comments on its proposed existing Administrative Plan.  Comments were submitted in writing to Will Daniels at 1947 Center Street, Fifth Floor, Berkeley, CA 94704 or by email to wdaniels@berkeleyca.gov.  Copies were made available to review online and in person.  The publication of the Draft Plan commenced a 45-day public comment that began November 10, 2025 and ended December 24, 2025.

The Board of Commissioners of the Berkeley Housing Authority (BHA) is scheduled for a  Public Hearing to adopt the Annual Plan on Thursday, January 15, 2026 at 4:31 p.m., the hearing will be held via zoom & in person.  The zoom link and call in number are posted on BHA's website.

The Berkeley Housing Authority is a fair housing provider, and does not discriminate against any person because of race, color, origin, religion, sex, handicap, familial status, marital status, sexual orientation or national origin.
